There is an initial fee of $10 for the Access Card that gives you access in and out of the garage. Lots 8, 15 and Valley Court sell out regularly. To check on availability, contact the Treasury Department at City Hall, 319-6860.
Parking permits are sold by calendar month. Permits purchased prior to the 15th of the month are valid for the month they are purchased only. Beginning with the first business day on or after the 15th of the month, permits are pro-rated for the remaining days of the month. Months may be purchased in advance.
Where to buy
Parking permits are purchased at City Hall, 410 Abbot Road, Treasury Department (same building Police Dept. and 54-B Dist. Court are in) Note: You will need to know the license plate number of your car at time of purchase.
How Access Cards work
Your Access Card is controlled by the Parking Department's computer system. It keeps track of all Access Card activities. You must use your card every time you enter and exit the garage, even if the gates are up. You are required to use your card at two entrance gates and two exit gates. (Any deviation from this sequence will result in an out of sequence error, causing your card not to work.)
Where to park
Permit parking is on the upper levels of the garage. There will be a second entrance gate that you need to card through to enter the permit area. You must park in the permit area of the garage to avoid paying cash for your parking at exit. (All lower levels are for cash paying customers only.)
Renewal
Replacement
Take care of your Access Card(s) and permit(s). If damaged, lost, or stolen, you will be required to purchase a new card at $10 each. Cost for replacing a permit is $25 each (Lot 8, 15 and Valley Court).
Responsibility
The City of East Lansing is not responsible for any vehicle damage or theft while on City property. It is advised that you keep valuables out of sight and vehicle securely locked.

Renewal
- It is your responsibility to make sure your card is kept active by renewing on time. Any permits not renewed prior to the first of the month will have a $5 turn-on-fee applied to the cost of their renewal.
- We request all permits be renewed by the 25th of the preceding month to guarantee availability. If you renew after the 25th of the month and permits are sold out, you will need to relocate to another lot.
- Memorize your Access Card number or take your access card with you at time of renewal. All permit customers are filed by card number at City Hall, and you must know your Access Card number.
