In accordance with the Federal Trade Commission’s Red Flag Rules the City is required to verify the true identity of a person establishing a new account or making changes to an existing account.
Moving in To set up a new account you will need to present a valid photo ID (driver’s license, passport, local university student ID, etc.) at the Treasury Department window in City Hall. Please bring the Automatic Bill Payment Enrollment form (fillable pdf) with you to City Hall, 410 Abbot Road, if you would like to have utility bill payments automatically withdrawn from your checking or savings account. We require a copy of a voided check for checking account withdrawals. For savings account withdrawals we require a copy of your membership card. Moving out To terminate service and provide a forwarding address for your final bill you will need to present a valid photo ID (driver’s license, passport, local university student ID, etc.) at the Treasury Department window in City Hall. At least one business day advance notice is needed when closing an account.
Rental Property Owner Information
The City has adopted a policy to ensure our compliance with the Fair and Accurate Credit Transactions Act of 2003 and the Federal Trade Commission’s Red Flag Rules published as 16 CFR § 681, effective May 1, 2009. This policy requires verification of the true identity of the person setting up an account or making changes to an account’s information. Residents/tenants will need to present a valid photo ID (driver’s license, passport, local university student ID, etc.) at the Treasury Department window in City Hall to open a new account and to make any changes to an existing account (such as mailing address changes, name changes, etc), this includes address changes when closing an account.
To lower the risk of account delinquencies due to unpaid bills, you can complete our Account Changeover Authorization Form (fillable pdf) and return the signed original to City Hall. The form provides the City with your new tenant’s information which assists in the account changeover process. In addition, you can indicate if you wish to have the final bills from your previous tenants forwarded to your mailing address. We encourage this as it allows you to satisfy all account balances before returning security deposits. As a reminder, delinquent utility bills ultimately become the responsibility of the property owner as a lien on the tax bill.
If you choose not to submit changeover information, we ask that you remind your tenants that they will have to present a valid photo ID at City Hall when setting up their account, making changes to account information, and when a providing a forwarding address for their final bills. Please note that tenants terminating their account over the phone will not be able to provide a forwarding address for their final bill.
