Major Street Projects
ABBOT ROAD RECONSTRUCTION AND DRAIN ENCLOSURE PROJECT
Reconstruction of Abbot Road, from Lake Lansing Road to Coleman Road, will begin in December 2007. This exciting reconstruction project will include the enclosure of the large open drainage ditch on the east side of Abbot Road, widening Abbot Road from two lanes to four lanes with medians and construction of 8-foot walkways on both sides of the roadway. A wetland mitigation area will also be constructed along the east side of Abbot Road on the East Lansing Family Aquatic Center site.
The project is being administered through the Michigan Department of Transportation. C & D Hughes, Inc. of Charlotte, Michigan was awarded the contract with a bid of $2,933,834.95.
The wetland mitigation construction and other preliminary work will begin in December 2007. The drain enclosure work will begin on January 7, 2008. The actual road work will then proceed as weather allows. The construction of the drain enclosure and road construction will require limiting traffic on Abbot Road between Lake Lansing Road and Coleman Road to one lane of southbound traffic only. Detours along Lake Lansing Road, Coolidge Road, and Coleman Road will be established to accommodate northbound traffic on Abbot Road from Lake Lansing Road to Coleman Road. The closure of the northbound traffic lane will begin January 7, 2008. The project is scheduled for completion by mid-October 2008.
The City has met with CATA and the apartment mangers affected by this project. Stakeholders will be updated on progress throughout the span of this exciting reconstruction project.

AVONDALE SQUARE-VIRGINIA AVENUE RECONSTRUCTION
Reconstruction of Virginia Avenue, between Burcham Drive and Snyder Road, began October 22, 2007. The project is being undertaken as part of the Avondale Square Redevelopment Project. The infrastructure portion of the project includes new reconfigured curb and gutter, new asphalt pavement, replacement of the sanitary sewer main, new sidewalks and all associated appurtenances along Virginia Avenue. The project also includes relocating the water and sanitary sewer mains along Burcham Drive, from Lexington Avenue to west of Virginia Avenue.
The project is being funded in part through the Community Development Block Grant Program. The project was awarded to E. T. Mackenzie Company of Grand Ledge, Michigan in the amount of $482,589.00.
The project will proceed as weather permits and is scheduled for substantial completion by May 30, 2008. The final asphalt-wearing course is scheduled for the fall of 2008.
Traffic will be detoured around Virginia Avenue, from Burcham Drive to Snyder Road, as necessary during actual construction.

The projects undertaken each year include spot repair and replacement of curb and gutters, driveway approaches and individual sidewalk sections; complete removal and reconstruction of the asphalt pavement; and any repairs, replacement, or extension of underground utilities deemed necessary. The local streets project planned for 2008 includes Farwood Drive, Boltwood Drive and Fairoaks Court. The project is funded by the City as part of the City’s annual budget process.
The tentative project schedule is as follows:

The hazardous sidewalk program provides for the inspection, notification and repairs to the sidewalks located within public right-of-ways. The City has been divided into 10 areas for scheduling purposes. In some instances the individual property owner will be responsible for the cost to replace the sidewalk sections identified as needing repairs.
The amount of work completed each year is limited to the funding established during the City’s annual budget process. The engineering staff is presently performing a field inspection in parts of the two areas denoted as the Glencarin and Central Point Areas. In general, these areas are bounded on the north by Saginaw Street, on the east by Abbot Road, on the west by the City limits and on the south by Michigan Avenue. Once the field inspection is completed, a preliminary estimate of cost to repair identified sidewalk sections will be made. The size of the area that can be included in the 2008 program will then be determined. The remaining portions of the Glencairn and Central Point Areas not completed in 2008 will be included in the 2009 program.
Once the limits of the 2008 program are established, the City Council must order that the work be done and the Engineering Department will proceed with preparing the documents for obtainment of bids. Upon receipt of bids, individual property owners will be notified of their responsibility, if any, for the repairs to the sidewalks in front of their property and the cost of the work if it were to be performed by the City’s contractor. The individual property owners will be given the option to either arrange for the repair of their sidewalk themselves or to utilize the City’s contractor at the price provided.

PUBLIC WATER & SEWER PROJECTS
ANNUAL WATER & SEWER MAINTENANCE PROGRAMS
This work is performed by the East Lansing Department of Public Works Water & Sewer Department as routine preventative maintenance of the City's public water and sewer systems. The sewer crews routinely clean and televise the City's separate and combined sanitary sewers. They also routinely clean the debris that collects in the sumps of the storm sewer catch basins.
The water crew flushes the water mains each year to help reduce any buildup in the City's water lines. They also check the working condition of the fire hydrants and water valves.
SEPARATE SANITARY SEWER SYSTEM MODELING
The City has partnered with the engineering firm, Tetra Tech, Inc., to develop a computer model and master plan for the City's separate sanitary sewer system. The model will be used to determine the capacity of the system under existing developed conditions (dry and wet weather flows) and under future projected development scenarios.
If the model indicates the need for larger sewers to handle future flows, the master plan will provide guidance on the location, costs and scheduling associated with the construction of any new or relief sewers. The model and master plan are scheduled to be completed in the spring of 2008
