A Cool Neighborhood in a Cool City


The East Lansing/MSU community has embarked on an innovative project to create an exciting urban neighborhood known as East Village. This high-density, mixed-use development will be a unique addition to our city, enhancing the college town atmosphere. The development will enable East Lansing to become a more attractive and dynamic destination with an even higher quality of life.

Partners and Community Participation

The redevelopment process for East Village will take a considerable amount of time. Community participation in this process is critical. Michigan State University (MSU) and a number of stakeholders in the East Lansing area have continuously shown their support for this innovative project throughout the master planning process and now as we explore implementation.

In August 2006 the City of East Lansing entered into a Memorandum of Understanding with a development firm called Pierce Education Properties, formerly The Pierce Company. Pierce Education Properties has been working with existing East Village property owners and local stakeholders to determine the appropriate partnership and the development agreement for the project to succeed.

Find Out More About East Village


The land proposed for East Village, currently known as Cedar Village, is a 35-acre area bounded by East Grand River Avenue on the north, Hagadorn Road on the east, the Red Cedar River on the south and Bogue Street on the west. It is situated next to the MSU campus and is steps away from East Lansing's vibrant and diverse downtown. Of this area, a 25-acre portion is currently considered for redevelopment consistent with the goals of the East Village Master Plan.

How this Planning Project Came Together?


In past years, officials at the City of East Lansing and MSU have discussed ways to initiate improvements to the area proposed for East Village. The City has worked together with East Lansing residents and MSU since that time to develop a future vision for that area,  featuring a vibrant and inviting mixed-use community. After more than two years of work by a planning committee, the public, professional consultants and the East Lansing Planning Commission, the East Village Master Plan was adopted in February 2006. Tools for Redevelopment


Through a public participation process, the City created developed and adopted a new East Village District Code in 2006. This document will guide the development and provide the legal context for the East Village area.

Latest News


Since August 2006, Pierce Education Properties has been working with the existing East Village property owners and local stakeholders to develop a project program and financial pro-forma that will ensure the feasibility of this redevelopment project. After the developer determined that the redevelopment project a 25-acre area of the East Village area, as proposed, is feasible, on March 5, 2008, the East Lansing City Council approved a resolution to enter the next phase of the city’s agreement with the master developer.
