In August 2006, the City of East Lansing entered into a Memorandum of Understanding with The Pierce Company, a development firm. Recently the company changed its name to Pierce Education Properties, L.P. Based in southern California, Pierce Education Properties is exclusively dedicated to real estate investment and development around educational institutions and college communities. Its expertise is in complex mixed-use developments for education, and the firm has earned several awards for its innovative work.

In January 2007 the development company commissioned the architectural firm 5+Design to provide preliminary design concepts for East Village, drawings that were presented for input to various stakeholders through a series of design workshops. Pierce Education Properties has been working with the existing East Village property owners and local stakeholders to determine a scope and design for the redevelopment project that would be consistent with the East Village Master Plan. The developer has been visiting East Lansing regularly and the company's current efforts include working to create a partnership that will allow the East Village project to occur, to assess project feasibility and financing options.

Based on preliminary feasibility studies, Pierce Education Properties has determined that the proposed redevelopment project of a 25-acre area within the East Village area is feasible. In March 2008, the City Council approved entering the next phase of the agreement between the City and the developer, that consists on preparing more detailed architectural designs and a project schedule, land assemblage, financial feasibility analysis, and pre-lease of retail and office space.
