Accountability and Transparency: The City of East Lansing's Guide to Fiscal Status and Performance


 
Citizen's Guide
The purpose of the Citizen's Guide is to provide a transparent understanding of the City's finances. It is intended to provide all citizens with an assessment of the financial health of the City. The Excel document contains four tabs consisting of revenues, expenditures, financial position and long-term obligations (including pension and retiree health care obligations). The revenue, expenditures, financial position and long-term debt obligations portray all governmental funds; in other words, the General Fund, all Special Revenue Funds, the Debt Service Fund and the Capital Improvement Funds. However, the information pertaining to the pension and retiree health care funding status looks at the City as a whole. The Citizen's Guide depicts the two most recent audited fiscal years of the City and will be updated annually as the information becomes available.
 
Performance Dashboard
The Performance Dashboard includes financial and operating measures important to the government and its citizens. It reports various measures regarding the City's fiscal stability, economic strength, public safety and quality of life. This information will be updated annually or as new information becomes available. 
 
For more information relating to the number of services delivered via cooperative venture (a measure of fiscal stability), please reference the City of East Lansing's Shared Services and Partnerships Report.
 
The City has also published the 2011 Economic Indicators Report which is a more detailed report illustrating a wide variety of economic data both in graph and explanatory narrative. This information will also be updated annually.
