At a special meeting on April 23, 2020, the East Lansing Downtown Development Authority (DDA) unanimously approved entering into a Memorandum of Understanding (MOU) with River Caddis Development for their proposed development project for the DDA-owned Evergreen Avenue properties, located at 314, 328, 334 and 344 Evergreen Ave. In January 2021, the East Lansing Downtown Development Authority (DDA) extended the Memorandum of Understanding (MOU) with River Caddis Development for an additional six months months to allow additional time for the developer to refine their proposed concept for the area.
River Caddis’ concept includes an eight-story, 112-foot, mixed-used building with ground floor retail/restaurant space, 250,000 square feet of commercial office space and approximately 250 parking spaces. The MOU provides River Caddis with a 90-day period of exclusivity to pursue their due diligence and work with the DDA and City staff, so long as they pursue the project as originally proposed. A project team made up of members of the DDA and River Caddis will meet regularly to discuss the emerging project proposal and explore the possibility of a public-private partnership.
