The City of East Lansing and the Human Relations Commission (HRC) updated its Analysis of Impediments to Fair Housing Choice in 2015. The Analysis of Impediments is a review of impediments or barriers that affect the rights of fair housing choice.
Identified Impediments
Impediments to fair housing choice are defined as any actions, omissions or decisions that restrict the availability of housing choices based on:
- Color
- Disability

- National origin
- Race
- Religion
- Sex
- Sexual orientation
- Student status
It covers public and private policies and practices and procedures affecting housing choice.
Fair Housing Certification
The U.S. Department of Housing and Urban Development requires all entitlement communities, including East Lansing, to certify that they affirmatively further fair housing. Certification includes conducting an analysis of impediments, taking appropriate actions to overcome the effects of any impediments and maintaining records reflecting the analysis and actions taken.
Staff collected and analyzed demographic, economic, transportation, and housing data, housing discrimination complaints, mortgage lending and housing advertising and conducted community workshops and online surveys to gather citizen’s opinion on fair housing choice in East Lansing.
