Consolidated Plan

As a Community Development Block Grant (CDBG) entitlement community, the City of East Lansing is required per federal guidelines to submit a Consolidated Plan document to the Department of Housing and Urban Development (HUD) every five years.

About the Consolidated Plan


The Consolidated Plan is a detailed report presenting HUD with information regarding demographic and socio-economic population information as well as an assessment of strategic priorities for programming and projects the City intends to fund with CDBG dollars over the course of the next five years. Key funding areas include homelessness, anti-poverty prevention, housing and community development activities.

The Consolidated Plan was submitted to the Department of Housing and Urban Development on June 1, 2016 for final approval.

Public Comment Period for 2021-2025 Consolidated Plan Document with Program Year 2021 Action Plan Document

On May 17, 2021, the City of East Lansing released a draft of the 2021-2025 Consolidated Plan for a required 30-day public review and comment period.  Shortly after the public comment period began, the City received notice from the Department of Housing & Urban Development  (HUD) that it would be receiving additional grant funds as part of the Program Year 2021 Action Plan, which is documented in the Consolidated Plan. Citizens, public agencies and other interested parties are invited to submit written comments on the City of East Lansing’s Consolidated Plan. Public comment on the draft will be received for a period of 14 days between June 2, 2021 and June 15, 2021.  Written comments may be sent to:  City of East Lansing, Department of Planning, Building, and Development, 410 Abbott Road, Room 227, East Lansing, MI 48823. 

Comments must be received in writing in order to be acknowledged by the Plan.
