Yes, there are rules regarding carrying passengers or cargo on a bicycle. You may not carry more persons than the number for which your bicycle is designed or equipped. However, an adult cyclist may carry a child securely attached to his/her person in a backpack or sling. Also, you may not carry any package, bundle or article which prevents the use of both hands in the control or operation of the bicycle.
