1. What is the Council-Manager form of government?

East Lansing’s government is comprised of the East Lansing City Council and an appointed city manager. The five officials elected to serve on the East Lansing City Council are the policy-making and legislative body for the City government. These Councilmembers are elected at large for four overlapping years. 2. How do I report a parking or code complaint?

If you would like to report a parking or code complaint and would like Parking and Code Enforcement (PACE) or the East Lansing Police Department to respond, please call non-emergency dispatch at (517) 351-4220, option 2.

Examples of parking/code complaints would be litter, tall grass, loud music, unlicensed peddlers, furniture at the curb, abandoned cars, cars parked on lawns, etc. Learn about Need-to-Know Ordinances.

3. How do I report a street light outage?

4. How do I reserve banner space on Michigan Avenue and at Patriarche Park?

The City works with local organizations to promote upcoming events by placing banners in one of two highly visible locations. A $35 fee will be applied for each banner installation. Banners can be displayed for a maximum of two weeks (consecutive or non-consecutive), space permitting. Any recognized charitable organization that has a current license by the Michigan Attorney General under Public Act No. 169 of 1975 and City-sponsored events will be exempt from the $35 charge.
