At its February 16, 2016 regular meeting, the East Lansing City Council adopted a resolution appointing a Financial Health Review Team for the City of East Lansing. The team was tasked with looking at the overall financial stability of the City and considering new revenue options. Learn more. The team concluded its work in December 2016.
Work Groups
Six work groups were formed, each consisting of three to six members of the Financial Health Review Team. The work groups included the: City Legacy Cost Group, Real Property Group, Development Incentives Group, Infrastructure Renewal Group, Citizens Communication and Services Group and Revenue Options Group. These work groups met regularly in 2016, in addition to the monthly meetings of the entire Financial Health Review Team.
The Financial Health Review Team will discuss its reports and recommendations with the East Lansing City Council at Council's January 17, 2017 Discussion-Only Meeting. The meeting will take place at 6:30 p.m. in Courtroom 2 of the East Lansing 54B District Court, 101 Linden St. The meeting will be televised on Channel 22 and will be available via a livestream and playback option at www.cityofeastlansing.com/meetings.

Income Tax Feasibility Study & MSU Cost Study
The Financial Health Review Team has requested an Income Tax Feasibility Study (PDF) from Plante Moran, to be used in its deliberations regarding new revenue options. The team also requested an MSU Cost Study (PDF) from Great Lakes Economic Consulting, which provides estimates of the uncompensated cost of MSU to the City of East Lansing's public safety and public works budgets.
Survey of Big Ten City Managers
The Financial Health Review Team gathered information from Big Ten city managers via a survey in an effort to identify City revenues and expenses directly related to co-occupancy with a Big Ten university. View the survey results (PDF).
